HEADER: THE PRIMARY MENU OPTION
This is the menu option that this user will be dropped into if none of the following are set: (in the order checked) Device Tied routine, Device primary menu.
It is defined on a per-user basis in the NEW PERSON File, by defining that user's PRIMARY MENU OPTION field.
