The Primary Menu Option is the first menu provided to a VistA user through the menu system established by VA MenuMan. If the menu has a LOCK with a VA FileMan SECURITY KEY File on it, the VistA user must be a Holder of the Security Key, or MenuMan will not allow access to the system.

The following dialog is the result if a person attempts to login, and isn't a holder of the security key that locks their primary menu option.
